You may have a short circuit in one (or more) of the three wires that come out of the shifter stalk and that feed the OD cancel switch and LED. You can't see it readily because it is behind the dust boot. It's a fairly common problem but usually on 5-6 years old trucks, especially if you like to move the tilt-wheel up and down to get in and out of your truck. Usually, you can't fix the short so you have to replace the whole shifter. (Not hard and not very expensive to do yourself, but on a 2003, you may still have warranty.)
