Saw an episode of Orange County Choppers where they powder coated the chrome wheels of the bike they were working on! I didn't think you could paint chrome without stripping it? I am interested in painting my truck bumpers and thought I could maybe save a few bucks by not having to by new primered bumpers!
i painted my front chrome bumper. you wash the whole piece with soap and water to make sure you get all the crap off. then u use wax and grease remover. u can grit it up if you want to. at my body shop we have this etching primer we use on the rubber bumpers call EZ-ON. it claims to stick to glass, aluminum, CHROME, plastic, all that jazz. i used this stuff on my fender flares too. we use it everyday and it works fine. u just dust on the etching primer, you dont load it on like regular primer. dont load it on like your gonna sand it or something. lay it out as smooth as possible cuz ur gonna be going wet on wet with ur paint.

If thats the episode where the powdercoated them red (think that was the web bike? Don't remember) Then that wasn't real chrome. It was anodized aluminum, and the powdercoat they used was a special coating for aluminum. It looks like color tinted chrome when they are done with it.
The reason paint doesn't stick to chrome is the surface is too smooth for anything to adhear to. You can paint chrome if you brake the surface up. 60 grit and a power sander does a good job. Sand blasting it to a satin surface also works.
