370 with govenor?

370 with govenor?
On a 79 F-700 with a 370, it has a govenor on it , is it on the carb?I cant find any external govenor and it isnt like a distributor type that cuts out the spark. It will just get so fast and then go no higher but put more load on it and you can hear it really start to pull. Any help is appreicated. neals
