For starters the vehicle is a '99 F-350 7.3. I have never heard since we got it (Jan.) the EBV kick on. What worries me is that it may be stuck and that it could be not all the way open. Is there a way I could get on it manually and make sure it's open all the way?? oh, one more thing, was this valve controlled my vacuum or electric.

if it were stuck shut or possiably partly open you would know it
loss of power and exhuast is noisy when it is closed sounds like a jet
it is electric
you can disconnect acuator rod under turbo and see if it moves freely
or open air cleaner thier is a sensor in thier pull it out and wrap it in some ice
that will fool the pcm to think it is cold out side and should activat it after a couple of minutes
oh and acuator arm should be all the way toward driverside ( open)
all the way to passenger side ( closed )
well i know it never closes because even here this winter before it got warm at 0 degrees it never shut it does bump up idle tho so i know the sensor works. So i will check it out. How do you get in there to look and root around? Looks like the intercooler pipe and lift bracket if not more will have to be removed.

I read that it is not electirc or vacuum, it's operated by oil pressure. But it is triggered electrically.
