If it's the stock Autolite.......it's the accelerator pump arm. They are classic for being stiff and since it works by spring pressure they get slow when the pivot gets sticky. Come carb cleaner around the linkage will usually loosen things up. One of the main reasons I hate Autolite's!

As far as I know it is the original carb. I do not know what it came with in 71. It just hesitates a bit. I had another car like that and it was linkage, I am not sure what is going on here. All looks well enough, BUT all is pretty dirty too!
BTW what would you suggest to clean all that agreasy junk on the engine with? I was going to go the car wash, but thought I should get gunk cleaner form autozone first.
I would first get some carb cleaner...and clean the carb with spray first....And then take it down to the pressure washer and hose it down with the Gunk a can or 2... Let it set up some and spray it off...you may need a brush and a second spray of Gunk to get the heavy stuff off.....
After you bring it home and it all dry...Spray the engine down with some kind of Armor-all type spray....it will bring the brightness back to the hose's and colored surface's...Thats the way I detail all my Daily driver engine's to keep them looking good!!
