The part of the dash that you are talking about is the piece of the dash that is actually painted. This part, like you said is actually the frame for the entire dash. Mine was scratched by the dealer when they were fixing a vent door in my dash. Anyways, they actually had an interior paint guy try to fill the scratch and then blend the paint. The problem with that was, at the time, the parts department could not order the paint color for the dash. So the paint guy tried mixing his own and royally messed my dash. He wasn't even close on the paint color or texture. Anyways, the only way that they were actually able to fix the problem was to replace the dash - and that cost them around $1500 their cost I believe. Be careful if you go the route of actually having the dash replaced though. The had to work several months to get all the rattles out of my dash. I actually had to switch dealers to get the fixes done right.
This is right up my alley.... Its going to be hard to fix being that the scratch isounds like its right under the bottom of the windshield. There are upholstery shops (like mine) that specialize in repairing the interiors of vehicles. I buff scratches like this all the time. Unfortunately, the buffing pad I use has a special grit than the usual ones they sell at the parts stores. You can try contacting vinyl-pro of Pennsylvania, talk to Thad- he's the repair "Guru". They usually sell only to trim shops, but he's VERY helpful and can probably lead you in the right direction. By the way, if you live in Hawaii, come by my shop and I'll take care of it.
