Leave the Underdrive pullies to superchargers and 4 bangers, the 5.0(in the Explorer) has a lot of low torque, just doesnt like to rev out. Intake and exhaust typically helps on that end of the rpm band.

you say intake and exhaust??? what intake is better than the explorer intake??
There are a few better than the Explorer intake - Victor's, a true Cobra intake, etc. But just bolting one onto a stock X won't help with any real noticability.
Pulleys are not recommended on Explorers for a few reasons. They are not bad on cars because of the weight difference compared to an Explorer. Underdrive pulleys also will cause you to run hot. They do more damage on Explorers than they are worth.
If you are looking to gain a little power and stay at a reasonable amount of money, buy a set of FMS headers (or better yet Torque Monsters) and have the exhaut opened up, buy an open air filter like a MAC or K&N, and get a chip. Those three things will give you the best perofrmance without getting too deep in money. If you want 'real' power - there are other options also...
