Angry Steering gear assy

I have an early build 03 Psd with the 6.0. The other day noticed fluid leaking from steering box and thanks to this site found the lower rad hose rubbing on steering box.
Called dealer and made appointment.
They told me it was a seal at top of box that was leaking and would let me know when part came in and they would get it done right away.
A couple of days later they called and would have my truck done that day.
They picked it up in the morning early but about 4:30 pm they called back and said they needed another day on it, I thought that a little strange for a seal and rad hose.
Got my truck back end of next day, it was late so didnt look at invoice.
Last night took truck out to my buddies place to change oil and service, while truck was on hoist he noticed oil coming out of steering box, not just wet but dripping.
So I pulled out the invoice and it said this-inspect, found input shaft seal leaks. replace steering gear and orings.
3504a steering gear assy-remove and replace.
1 2c3z*3504*aarm reman gear assy - steering

My question is why a whole assy when just a seal leaks?
My truck has only 19000 miles on it, why did they use reman and not new?
Anyone else with this problem and Monday should I demand a new steering assy instead of reman?
