Emergency Brake

I have an '88 F-250 4x4 single cab, long wheel-base. My question is, when i go to engage the emergency brake, the pedal only starts to become stiff (start clicking where you hear and feel engagement)when i get nearly to the floor, why is that. I have looked underneath at my emergency brake cable, and when not engaged, it is fairly loose. I have also often wondered if i doesn't stay partially engaged all the time because i can feel a drag. If anyone has any comments or knows if that could be a likely possibility, it would be appreciated.

Your rear brakes are either worn or need to be adjusted.

Emergency Brake

After checking the condition of your brakes and fixing any problems there, if you still have the problem there is an adjustment on the emergency brake cable, roughly located where the bed meets the cab.
