New Carb Or not

I have tried to adjust my carburetor (Float level, Idle mixture) Played with the timing ( Ihave to run the timing retarded 3 degrees to prevent spark knock) and I still have a hesitation. It always happens when the truck is inb a nose down position and when I idle for a long time at a stop light. Should I put in a new carb? The truck just had a remanufatured carb about 4 years ago. Should I get a another rebuild holly or switch to an edlebrock? Has Anyone done the Holly for edlebrock switch? Edlebrock says that thier carb isnt emmisions legal it only looks like you loose the bowl vents.
My truck is a 1986 F-150. 351W HO Holly 4V, C6 Tranny, 4X4, A/C, And Cruise

I sounds like your problem is in the ignition more than the carb. The Holley's are harder to tune than the Edelbrock's, but they also are more versatile and you have the opportunity to match a Holley to your current environment and weather conditions.
