Matt, you can do anything you want. But it should be legal. I would recommend going with a straight-pipe. It's cheap and will usually last longer than a muffler would. A cat-back system is about the only legal setup anymore, and it usually load. Weither you go with a dual setup or a single 3", I doubt there would be much of a noise difference.

Mine even had a turn down right out of the glass-pack, and there was still no good sound from it. It was just as quiet as a stock exhaust system. Now, when I changed the Catalytic convertor on it that made a difference. Even with the stock muffler & tailpipe it had some sound.
JC Whitney sells an exhaust kit that splits behind the Catalytic convertor with two pipes and goes straight to the back of the truck with split pipes (Dual Exits). The tips have packing in them, which makes them the mufflers. They say the kit is emissions legal and sells for about $229.95

Also, unless you want to do a bunch of custom work to the prebent system, go somewhere and have them do it professionally. I bought a system for $199 from JCWhitney, and spent 8 hours under my truck getting it to fit. The bends were all in the wrong spots, nothing fit together correctly, etc. I could have went to an exhaust shop, had them bend it out of 2.5" pipe, with mufflers, and tips for about $250. I wanted to do it myself, so I did. They say hindsight is 20/20, should have spent the extra $50 and saved the time.
