1997 ford explorer

97 explorer engine while idling lacks power, and then reves back up to power while sitting still at red light. I have had codes checked and no hard codes, what could it be. I have heard possibly oxygen sensor, or idler air control valve, (but did checks on Valve, tested ok) , but what could it be? Its almost like it looses air and then sucks air back in.

Eratic idle like you describe sounds like a bad IAC, the Haynes Manual describes a good troubleshooting check for it. You could try cleaning it, I did that in my ranger, but ended up replacing it not too long after that.
