I've had a similar problem with my 1984 F-150. I have gone through 3 starters in 7 years. The last two starters would not disengage after starting and very quickly burned out. I am convinced this problem is caused by buying cheap, remanufactured starters. I read an article stating that this is caused by a weak metal arm that actuates the starter motor gear. When this arm breaks it jams the gear making it unable to return to a non-engaged position. It was also mentioned in this article that you can remove this arm and make a small weld to strengthen it. Sorry I don't have specifics.
When my starter fails next time I will buy a brand new starter. There are also heavy duty aftermarket starters. These will cost $200 or more but this would just about equal the cost and time spent replacing starters every other year.
