axle question

I just bought a new set of axles for a trailer I am building and these axles have a slight bow to them and I am trying to decide if this bow is for toe in or for camber I think it is for toe in since when you position the axle so the wires for the brakes are up the axle would give toe in but I wanted to know for sure before I welded the perches on

Some trailer axles are built with positve camber, so when the trailer is loaded the tires have 0 camber. I'm not sure why you would want toe-in on non-steering wheels.
