My starter has started acting up recently. Most of the times the truck starts no problem but once in a while it will just click and nothing happens. I turn the key to off and try again and it starts. I know of a solenoid on the fender that is related to the starter but don't those usually work or fail right out? I have a new battery. I wouldn't want to get stranded in the middle of nowhere.
I have a '92 and had the same problem. I fixed it by replacing the solenoid on the starter (the starter is much like the Chevie starter in that it has a solenoid on the starter that also pulls in the bendix). Replacing the solenoid is very simple---two bolts to take off the starter and two bolts to take off the solenoid. I later had to replace the starter because of a failure (sounded like it was dragging). A rebuilt Ford starter was $215.00---I think it is a high-torque starter with a planetery gear reduction system----"Ford has a better idea".
A weak connection will cause this problem and will be the cheapest fix, of course.
My 92' F-250 has the same Double solinoid set up. The solinoid on the fender can get shotty and do a type of "work / not work" situation.
I have had the starter mounted solinoid act up in many ways. One problem is what you are saying. They can seize up and not function at all. I have also had them lock in the start position to where the starter would not stop turning even after the key switch was released. It is a very nasty sound when the engine starts while the starter is enguaged and there is nothing that you can do about it except disconnect the battery. Good luck.
