Putting a C-notch in the frame isn't too hard. I cut a section of thick-walled pipe the width of the frame rail, then cut that in half. Traced a line on the frame and cut that section out. Welded in the C. Then used a piece of cardboard to make a template for the metal to box that section in.

I can't help with the four link. All I know about them is there's more adjustments than I could ever figure out. Maybe Pete or one of the other racers can help you with that
A simpler method is to use ladder link style ladder bars and a watts link along with bags. easier to set up than a four link.
The kits for the fat fender effies can be adapted simply to a pre 65 slick as long as you are not going for the steamroller look. the frames share the same basic 34" rail to rail dimension.
I have ladder link bars from competition engineering and a narrowed 9 46' hub to hub on my 63 Pro Street uni. I used CE drag coil overs and a 12" notch in the rear frame. I also placed a paralell panhard bar set for level at ride height. puts the bed bottom at about 5 inches off the pavement.
