Won't start. Replaced glo plugs, new injector, new glo plug relay. Has good spray from injectors. Was told that there is a 100 lb difference in pressure in cylenders from cold to when the motor is hot and will need new compression rings. has 220,000 miles.

The compression in the cylinders on all engines will change from cold to hot. Make sure the glow plug relay is working properly. Try plugging in the block heater for a few hours before starting the engine and see if that makes a difference in starting.
Also make sure the batteries and connections are good, if the engine cranks too slowly, it might not start the way it should. Also make sure the fuel system is sealed and not leaking air into it. This will cause hard starting, rough idle or running for a bit and evident when lots of white smoke is visible out the tail end.
I've seen these engines with over 450,000 miles on the clock and still dont have to be rebuilt. Maybe another garage is needed. Hope this helps you out.
IMO if someone is saying you need rings you have to have a bore and hone or at least a hone to do it right. I find it hard to believe that only a hone and rings will be enough after 220K.
In additions to what bilder12 said you may also want to inspect your turbo. If it has a bead-blasted look it may very well need rings. Dirt coming in to the turbo causes this. Has the CPS been checked? A classic sign of CPS failure is no start with no movement of the tach while cranking.
Another thing to check is the fuel pressure and the HPOP oil level. There are numerous things that can disable these trucks, but many of them can be fixed fairly easily if you know where to look. If you can list a more detailed explanation of how it quit running and what some of the findings are there is a good chance that someone here can help you narrow it down.
Rebuilt the fuel line already. no leaks. Batts good, cranks fast. tried block heater but no good also it's about 55 degrees here. shouldn't need heater, fuel perssure is good. Was running fine but blowimg smoke(not oil) grayish white. Could not get it started one cold morning and used eather. then wouldn't start without eather so the machanic replaced these parts that he said were bad. What is CPS failure?
If the cylinders are worn along with the rings, you probably cannot bore and hone them. The cylinders are too thin to start with. They have to be sleeved.
I would check the glow plug relay again. Might have a defective one and also as stated above check for air leaks in fuel system. Including the fuel return lines from the injectors. If these are the original lines replace them. I replaced them in my 93 boy what a difference in starting. These are cheap to replace. As far as compression if they are fairly close on compression between cylinders I wouldn't worry too much unless it is REALLY getting low. You didn't state what the compression cold was. This would help.

CPS is Camshaft Position Sensor- located on front of the engine near the crank pulley. They're known for going bad. They can be very intermittent.
Grayish white smoke is probably unburned diesel fuel. If it smokes when warmed up it could be the rings. If it only smokes when cold it may be in the glow plug system.
First thing ask what type of GPs were installed, if the were Autolites get them out asap. Be careful removing them if they are read...Ziggster's web page.
Now I'm confused .... Which engine do you have ... the 7.3 idi or the power stroke? If its the idi, you're in the right place ... if its the power stroke you need to move up one floor. But if all is as you are saying, you need to look at the glow plug system. That has to work even if the temp is 80.
