Ok first the problem. I have high put no intermediate or low speeds. I changed the multifunction switch and still the same thing. If anyone has any ideas it would be greatly appreciated. Thanks
There's not much in the circuit...Multifunction switch, governor, motor, fuse, and wiring. If high speed works, and the switch replacement made no difference, then the only thing left (excluding wiring) would be the governer. I don't have a good picture, but I think its mounted on the left inner fender, just forward of the firewall in the engine compartment. If you find it, first check the plug for looseness or contamination. (disconnect it and check for corrosion).
OK I looked for the governor and couldn't fine nothing on the left inner fender. But I do hear a clicking now under the dash but can't pin point where it is coming from. I first thought it was the horn relay but found out diffrent when got to the parts store and they said it was the horn relay. Could anyone give me a description of what this thing looks like. I've got a haynes manual and like sjwoody said

Also should mention that the clicking happens when I go from the off position to the first intermediate position.

Sorry I wasn't much help on the governers location. I guess I don't know where it's location is. Perhaps if you follow the clicking sound...
The wiring diagram I referenced earlier is not available to me right now, but the Haynes manual diagram is pretty good (page 12-45). Too bad it doesn't give a location.
Thanks I appreciate you trying anyway. I've got a factory manual ordered so maybe it'll be a little more indepth than the Haynes was. Thanks again though for your efforts.
Okay, I found a little better reference, which I think is more accurate... It looks like the timer (governer) is located under the dash bolted to the kick panel behind the fuse block.
Hopefully, I'm not wrong this time!! My Explorer isn't available right now for me to check it out for myself.
