Hi
MY 1977 is equipped with a 400cu.There are no Baffles in the Fuel tanks.
The Owners manual states the truck came setup either for unleaded with
baffles in the tanks,or without baffles. My question is do i need to run
lead substitute or not.Its used on the highway 99 % of the time.

no you shouldn't need the lead substitute, the lead helped the exhaust valves, and on a 77 it should have the induction hardened seats anyway so I wouldn't worry about it.
Leaded fuel was introduced for the 1975 model vehicles with catalytic converters. Any engine produced from 1974 on was set up for unleaded fuel. Some even started in 73.
