Weird Sound Coming from Engine!??! HELP PLEASE!

Weird Sound Coming from Engine!??! HELP PLEASE!
Ok long story short. it sounds like a giggling. like a high pitched giggling coming from behind and under the EFI plate when you stand in front of the truck. you hear only when giving it gas. and it is louder under the hood then it is in the cab(duh). it sounds like a metal sound too. like a little girl giggling/metal sound if that makes any sense. if i had to spell it it would go something like this:
eeheeheeheeheeheeh you would pronouncee it eeh-eeh-eeh-eeh
not hee-hee-hee-hee no echo or anything
sounds like a belt but it has a more metal sound to it. plus it sounds like its coming from the back near the firewall. oh and smoke comes out from the same area whenever i give it gas
notes: whenever i say "give it gas" i mean under the hood, not in the cab
the smoke is just like a short puff after i give it gas
i am pretty sure it didnt do this when i bought it and its only been
turned on 3 times in my presence/ownership
other things to consider:
i take it the power steering is leaking bad since there were 83(exageration) empty bottles of pwr steering fluid and tranny fluid uner the hood
also, whenever i turn the wheel when driving the truck(moving it in the driveway) it jerks back on me and is difficult to turn . . not VERY difficult mind you but difficult nonetheless. and it squeals like a banchee . . . i mean REALLY squeals!

Your ps could be going bad, 1.squeels louder then normal, 2. difficult to turn, 3. puff of smoke abd that sound, sounds like you ps pump might be going bad, try giving it gas while watching the ps pump closely (i would get someone to help you out),
