The IDM (injector driver module) should be under the hood. On my 97 it's on the driver's inner fender. It generates the high voltage for the injectors. If you follow the red striped wiring harness it will lead you to the IDM.
Not trying to sound impressive or arrogant but on my 97 it's called the IDM. It may very well be ICM on a 99.
