power sterring problem

power sterring problem
what would make the power sterring work only in one direction.
turns fine to the left,will not turn to the right.jack front wheels off the ground & it works both ways.Both wheels will turn both ways if you grab them & turn them by hand.makes no sense.Thanks for any help
