I have a 97 F350 5.8ltr and fail the emissions horribly, according to the tech doing the test. I asked what would make my results so high. I don't remember the readings but they were the highest he had seen in years. Great. He wanted to hook up some computer terminal that would have told me right away what the problem was but the 97 F350 did not have this option. Any suggestions as to where to start?

First is your CE light on. Does the bulb check work? If its that bad you should have a light on. O2 sensors are prob bad.. Get a scanner to check don't guess its too expensive..
Yes it was the sniffer. I don't have the results but I do know they were like hundreds over what was allowed. I may go getanother print out from them.

Sounds like the HC (hydrocarbons). Either running rich (injector stuck open or leaking, bad fuel regulator diaphragm or vacuum connection to the regulator (so it goes to 40lbs pressure all the time including idle), or a bad cat.
But even with a cat that's not doing anything, it shouldn't be much more than 250-300 HC's
