A good rule of thumb is 3 visits, then you give notice to Ford via certified mail that they have one final attempt within 15 calendar days to get it right. (this is not required in all states.)
If the condition is still present after the final repair (or FSE test drive) then you SHOULD be ready to submit an application.
Remember that every service ticket should note the problem exactly the same. Saying on one that there is a "driveline" vibration and on a second one that there is a "body" vibration may not be considered the same thing. I even had to correct Ford's assertion that "vibration at highway speeds" and "vibration at 45-60 mph" were not the same thing. It may be splitting hairs but that is what they do.
