What does a 1985 F-250, 4.9l with a gvw of 6600lbs need to pass Pa state emission test?

i dont know if pa does a visual inspection under the hood or not but in ohio you must have a cat(looking by using mirrors), and then they put it on the dyno rollers and check for emissions.
the require equipment to pass:
cats (not hollowed)
working thermactor system
correct timing
working computer system
i passed with flying colors with a broken comp but with a running thermactor system and cats.

My 83 351W is failing the CO portion of the Texas state inspection. The VV carb was recently rebuilt, I have replaced the O2 sensor, has new plugs, filters, and a recent oil change. I had the intake repaired, and before re-install I cleaned the EGR, the plate, and the oblong silver box the EGR mounts to, of any carbon. The failure is about 2% over the allowable stats. Could the MAP sensor be the culprit? Anyone else have this problem, what was the solution, and did it pass inspection?
