As compared to the standard springs on an 01 excursion, I have been told that mine was issued a set of front/rear V-code springs. Is this a good thing or not? I notice that my Ex is the exact height as my 99 F-350 Crew cab PSD. Are the V codes a higher weight rating, taller, or both?
They area a higher weight rating which in turn will give your truck a higher stance since they do not compress as much with the static weight.
If yours was "issued" with them, then somebody other than the factory must have "issued" them. Plus, the V-code only pertains to the front springs as the various springs from the Ex/Super Duty were letter coded. There are only basically 3 sets of rear springs for the Ex/250/350 trucks.
Nevertheless, consider yourself blessed to have them!
When the 44" tires and hydraulic steering and 27" of suspension lift was removed...the shop that did the de-lift used the V code springs. I spoke to that shop today and that is how I got this information.

the v code front springs(5200lb) are the second haevest duty springs that can be had on an f250-350 (i dont know about the spring options on the X's) . the biggest ones are the 6000lb x code springs
