1) First have you tried using the key in the tailgate to get it down as well as the switch in the cab?
2) If you use the switch in the cab...can you tell if there is a load to the system (the clock lights should dim, voltage should drop slightly)? If so then the switch works but the motor could have screwed up a gear.
3) Is the tailgate totaly shut? Go back there and give it a good push. Then try the switch/key.
4) If the switch does not work, the key does not work and the push method does not work...get inside the vehicle, take the back panel off from the tailgate to get access to the motor. You can use a battery charger to reverse the polarity on the motor (shoudl have a + and - lead to the motor)to see if you can get it down. If the motor works and the window goes down, then you may have a bad wire located where the wiring leads into the tailgate from the side fender (left-hand lower side of the tailgate) This happened to my 86 last time and has happened again...I need to take the time to fix it again.
5) If the motor is bad (gears) you can pick one up new (dealer) or used from the boneyard. Do a search on this site...there are many vehicles you can get a motor from...broncos, F-150, Crown Vics etc...I think the driver side door motors from these vehicles will work on the tailgate...they are compatible
