PSD in 97 F-350. When you try and accelerate while parked, it will start smoking at 2000rpm's and struggles. Will do the same thing in 1st gear and 2nd gear. Will puff a slight amount of white smoke in 3rd and 4th.
It does this wether the temperature is 5 degrees of 55 degrees outside. WHen it is cold, it will not drive at a constant speed. It will loose power and wheeze if the accelerator is held to a constant speed. Only does this when it is cold.
There is a brand new fuel filter in there correct? Did you ever cut the cat out of the exhaust....I still think it may be plugged up.
When you had the intake and downpipe off the turbo, did you put your hands on the wheel? There should be very little radial end play..not more than a couple thousandths, and you should not get any axial end play. It should also spin feely by hand, and when you apply pressure to the wheel and turn it there should not be any rubbing, galling, scraping, metal to metal contact of any kind.

The following has been done:
1: Fuel Filter changed
2: Pipe disconnected at Cat...No change
3: Entire Intake system checked...New Air Filter..no change
4: Turbo has no play and spins freely with no sounds what so ever. Even used stethoscope when running...no scraping or bearing noise.
5: Cleaned fuel tanks and have fresh fuel from Pilot that is big truck stop....no change.
It acts like there is a speed sensor and at stopped and low speeds something is not correct. When it is at higher speeds it works great.
Racenitro, didn't you state in a different thread that you tried unplugging the EBPV? We all know here that wheezing sounds pretty much 100% is an obstruction somewhere. How about disconnecting the downpipe at the turbo and looking in there? As far as smoke, hmmm, how about an injector o-ring that is starting to tear?

It almost sounds like it might be a timing issue. It doesn't fit the "normal" diagnostic routine, but maybe your camshaft position sensor is breaking down.
There is a speed sensor in the top of the rear differential.
I thoroughly checked the EBPV. It isnot sticking. I also checked the down pipe and tried it with the CAT disconnected. No change.

I thought that the CPS caused it to cut out if it was not working properly? It does not cut out. Just is low on power and will not accelerate past 2000 rpms.
I am going to clean out the sensor tube.
I have a feeling that it is the injectors.
I have watched the EBPV and have never seen it operate. It remains inthe open position all the time. It is connected both electrically and mechanically (Boy that was a pain to reconnect the linkage).
Fuel filter is brand new. Air filter is brand new. Turbo appears to be relatively new also and has no play and spins freely. No internal scratching/draging sounds in turbo when running. Doug out the trusty stethoscope to listen.
Well, I can't get past the wheezing sound that you mention. If you lived in the Seattle area I would drive to your place to hear it for myself. I am sure the cause of the sound is also the cause of the power loss. You have a 97 so no wastegate to open prematurely. Hmmmmm.......
