Overheating problem help!

Overheating problem help!

My 7.3 overheated last night on the way to the house. I bought a new radiator cap and thought that I did not have enough antifreeze in her. I added some this morning(not much released from the night before) turn her on and she is doing the same thing. It is cold as hell here about 2 degrees, when she is overheating the heater is still blowing cold air. Do you think it is thermostat? or possibly the thing is frozen? I also found some pieces of RTV red floating in the radiator. If yopu think it is thermostat, i have not replaced it before,is it under top hose? Any ideas would be great.

Also I had her plugged in and she started right up this morning,so would she be frozen if the block heater was working( And it was because she won't start when she is not plugged in.

Maybe thermostat, radiator may be frozen. Feel the hoses and radiator to see if the heat is getting to the radiator. Check grill to see if airflow is obstructed by ice or snow.
