filler neck

ok, #2 problem with this 95 F150

Gas leak at the TOP of the filler neck. I tried taking it off, but didn't know that inside the neck is a rubber goes that goes into the tank.

Ideas?

There is a outer hose between filler neck and tank with aircraft clamps on this hose (visible inside fender well) and a smaller hose inside neck and hose that goes to inside the tank, allows filling and venting at same time; it will come out of the filler but it takes some maneuvering. Do you have 2 tanks - if so you may have check valve problems in the in tank pump unit, pumping from one tank to the other. When does leakage occur - during filling, while or after driving, etc?
