electrical gremlins and diffy problem?

electrical gremlins and diffy problem?
Hello experts and fellow shadetree types,
I just bought an ebay explorer and drove it home. No heater, i'll try the blend door fix today. Brrrr. It seems to have an electrical virus as well. No turn signals or cruise control, overhead console display is blank. Do these signs point to an obvious problem? All the fuses are ok per visual inspection of both fuse boxes. The wipers and horn work.
The truck also has a front end whine during thrust, silent on coast. Is this an obvious differential symptom or could a CV assembly do this as well?
