EGR problems, EVR questions
The only thing left to do that I can think of is to "T" the green vac line to the EGR and run it into the front seat to a guage then go for another ride. I don't have the vac line or the "T" tonight but will do it if someone here does not have a better idea. The voltage readings look suspicious but I don't really know.
At this point I sure would appreciate some advice.
Otherwise:
Approximately +12V from both terminals to ground is correct. The Ford ECU has everything directly connected to a +12V source, and then selectively completes the ground circuit to turn things on. So, with the EVR plugged in, both terminals will always be "hot". The fact that you get a voltage drop (~13.5 at 30mph) across the two terminals means that the EVR solenoid is drawing current, and is working electrically.
Does the EGR hold vacuum? Put a piece of hose on and use lung power; you'll know if it holds or not.
Check the position sensor wiring back to the PCM. Holding the connector so the "dummy" pin is on top, check for ~5V between the left pin (VREF) and the bottom pin (SIG RETURN). If no voltage, try between VREF and regular ground. If you get voltage now, you have an open circuit in the wiring harness. Less likely, as SIG RETURN is used by many devices. If voltage is good, check the resistance between the brown-light green wire (EVR) and pin 27 on the ECU connector.
