Unhappy Lagging and surging engine

I'm scratching my head on this one. I have a 1984 F-150 with the inline 300 engine. As I drive the engine intermittently lags and then surges with somewhat the same feeling as when the ac compressor kicks on and off only it is much more pronounced.

I just had the carburetor shop go through the carburetor and associated wiring and am confident that they did a good job. When I put a timing light on it I can see the timing jumps when the engine lags and then returns periodically. The lagging does not seem to be associated with anything. It happens when accelerating or decelerating or while driving steady. It seems to stay in the lagging state more than in the properly running state.

I recently went through the electrical side of things and changed out the rotor, wires, plugs, and even the control unit. Is it possible that there is a faulty sensor causing this or maybe a shorting wire?

Calling for all the kings' horses and all the kings' men to figure this one out.
