I noticed my alt gauge peggs to the d side when i turn the key on and bounces a bit when the truck is running. new alt battery and volt reg it over charges the battery i am told as i see white powder under the hood. When i turn the key off the gauge goes the the middle. Does anyone know what is wrong?
The stock charge/discharge gauge is pretty useless. Hook up a voltmeter to see what is going on. You should have right around 14 volts with the engine running, anything over about 16.5 is overcharging. I'd be willing to bet your voltage regulator is bad.

I stick by my original advice There's no magic at all to the charging system on these trucks. Stick a voltmeter on it and you will instantly know what's going on. I installed a voltmeter on my dash and wouldn't be without it. The standard voltage regulators are frequently of poor quality when purchased from your local parts store, I had several bad ones right out of the box until I got a solid state version from NAPA - no moving parts inside. It's been working really well.
Overcharging will boil your battery and before long it will be a gonner.
