Ok I've done some searching and I know the intent of the ebpv is to warm up the engine quickly by chocking off the exhaust to keep the heat in the engine. I'm read alot of other peoples problems with these things. My 2002 7.3L starts and runs fine but when cold in the morning, 20-30deg F, the ebpv actuates after a few minutes of idling and it warms up quick and after it warms up its fine. The issue is if I try to drive it before its warmed up the ebpv is still engaged and the truck has no power and can barely muster 30mph. This is a serious problem when you try to merge onto the highway and almost get rearended. It was in to ford once already for this and they just slapped on a ebpv switch and sent it out the door and was never fixed. So before I haul ford into court yet again, is this normal? is this how its suppose to work? or is it suppose to turn off when you drive it? Thanks for the help.
In a word, no. If you are just cruising along at part throttle, then yes, it MAY be activated, but once you start to get on it it should open right up and let the engine do it's thing.
First off, if your ebpv is running at an idle, then you have a problem.... it should not be kicking in untill about 1100 to 1300 rpm, I believe...., unless your truck is dropping into cold weather idle, in which case the rpm's may be getting high enough for the ebpv to activate.... as far as it being active as you dirve, it should be betweer 1200-1800 rpm, (thats when mine is on) anything over that it should kick off, and the truck will get a sudden burst of acceleration..... yours should be opening any rpm's over that, juice it up and if the problem is still occuring.... then good luck in court w/ ford!!
I'm under the impression the EBPV is activated when the oil temp is below 167*F and the air temp is below 45*F. This includes idle and low speed. When you accelerate hard the valve should open to allow the engine to produce power. The EBPV sensor may not be working properly or the tube from the right manifold to the sensor may be clogged. Remove the sensor and see if it has debris in it. Check the end of the tube while the sensor is out. It might give an indication wheather or not the tube is clogged. If you want to do a easy test, unplug the sensor an it should deactivate the EBVP.
Are you talking about the wooshing jet sound the exhaust makes during warm up in cold weather. If it is, mine turns off as soon as I touch the brake pedal.

Your EBPV is sticking closed, plain and simple. It is supposed to open when you give it high engine load so the exhaust can escape and the engine make power, regardless of the temperature of the engine. I think that Ford Motor Company would want to know about this dealer that didn't really fix the problem.
Thanks for all the info, keep it coming. Ok, it does high idle around 900-1000rpm and the ebpv kicks in when it high idles, when I touch the brake the high idle goes away and it idles at its normal 600-700rpm but the ebpv doesnt turn off as if I drive it there is no power. One would think it should turn off otherwise what the hell good is a vehicle for, I could pedal my mountain bike faster than this damn thing. Anycase, so some say it will turn off if the rpms or throttle gets high enough, right now its pretty warm out, this weekend its suppose to get in the 20's so I'll try to see if rpm or throttle position makes a difference. It just seems to me that at some known temp the computer commands it off and it turns off. If I let it idle long enough where it warms past a certain temp then it turns off when I hit the brake along with the high idle going to normal. I just seems to me the computer is programmed to do this? Does anyone know where to find pcm update info, I think I might have to get ford to update the software in this thing. Dont get me wrong the truck is great but bringing it into a dealer is a nightmare.
Blown5 I see that you live in NJ. I assume that they salt the roads there in the winter. I'll bet the shaft that the butterfly valve is sticking due to corrosion. You might try getting some Free-all or similar product and soaking all the moving parts. Work them back and forth until there is no stickiness or crunchy chunky feeling in the movement.
