If the battery is in good shape, then no it's not normal. Do you have a battery you can swap in temporarily? If that doesn't fix it, I would make sure the regulator is grounded properly to the body, and the body is grounded to the engine block.

If this is a project that you have been working on for awhile, and the battery sits around and is a little low on charge, then that could cause it.

yes...this is the problem..the reg has to be grounded or it doesnt know the voltage of the battery...if it has a weak ground then it thinks or reads the battery to have a low voltage and it lets the altanator go wide open..iif it has a good ground then it can read the volts of the batt and regulate it properly..if you are sure of the ground and you still have the problem then it is new reg time
