Dash noise!! Anybody else?

Dash noise!! Anybody else?
I have a 2000 Ex w/PSD with a nasty noise/whine coming from the passenger side upper dash behind the air bag. I've checked all the normal possible causes with no luck. Here's the kicker, the noise/whine/groan sounds like a speedo cable? I know it can't be, but sure sounds that way. The sound is only generated once I get to around 40 mph, and stays to about 60. It's driving me crazy. The truck is really smooth at those speeds and wouldn't think the noise would exist then. If it were a typical rattle, loose something, you would think you'd here it at idle. I'm a bodyman and have chased alot of noises over the years but this ones got me! Anyone else have a similiar problem? Help
