The headliner in my 02 will move as you describe. I haven't had it out, but most headliners are a piece of foam with the cloth streached across it. I am sure there is a place to mount the overhead stuff, a cross member, cowl over the w/shield, or something. Good luck.
My '03 headliner gives a little bit but it definitely doesn't feel loose or broken. I'm sure your headliner is fine; that sounds like something I would find seeing as how I am VERY VERY picky, my dealer hates to see me coming. By the way you guys, my Ford dealer doesn't service or work on my '03 Eddie Bauer Expedition, I take it to the Lincoln-Mercury dealership where my mother bought all her Lincoln LSs and her new '04 Navigator; they do a wonderful job and have no gripes about working on my Ford as they have to honor all Ford made vehicles.
The bracket that the headliner goes into wasn't fully seated.
I pulled the overhead console down today and noticed it right away. A simple push on the bracket got it seated and the console doesn't move at all now.
