I know this might start a huge debate, but what is the best diesel fuel additive. I am looking for something with a lubricant and anti-gel. I have used both Lucas Fuel Stabilizer and Kleen Flo Diesel Fuel Conditioner. That is about all they have here in Canada.

Walmart sells 2 types of Powerservice additives...
they've worked well for me...
and there are others, but it's easy here in the lower 48 to find wally worlds !

I use Stanadyne Performance, I get about .5 to 1 mpg better fuel mileage and can feel a slight difference in power. I believe Ford recommended it by name in one of its bulletins.

I use Stanadyne also, for the same reasons you mention. I'm not sure about mileage changes as my trips have not been consistent enough and I'm just shy of 7k miles.
I will note one thing (and this may not be particular to Stanadyne) as I went to pour from a bottle which was in a door pocket when the outside temperature was near zero - it was like pouring molasses. I was a bit concerned, but I've not had any problems with gelling fuel. I just need to keep the bottles closer to the heater...
I'm also in Canada. When I took delivery of my 2005 F250 PSD 2 months ago, I spent 30 minutes with the diesel mechanic at the dealer for advice on owning a diesel (this is my first diesel). We discussed fuel additives. He said that Ford only approves Stanadyne and some product from John Deere. He said that some customers put ATF in their tanks every fill up and he does not think it hurts to do so. I'm not confortable with ATF since the stuff is not meant to burn!!!!! My local Ford dealer carries Stanadyne and they want 22$ a bottle. This will do you for 2 tanks...ridiculous. I think Stanadyne is paying off Ford in some way to get approved by them and in turn, they can charge outrages prices for their product.
I checked out the local International Truck dealer. They recommended Howe's as a good diesel fuel additive. They sell the stuff by the case load. It's much cheaper (13$ for 2 liter bottle which will do 8 tanks). They don't even carry Stanadyne, they can't justify the cost to their customers. My PSD is an International engine, so I figure the International dealer should know what is good for those engines.
