I can't wait to see the responses as it isn't where the Haynes manual says it is for my 1999. Fortunately I discovered the inaction of my turn signal is only caused by placing the tilt steering wheel in the lowest position.
The flasher relay is in a relay box with the blower motor relay under the center of the dash, to the right of the gas pedal. It's not a normal looking flasher. Just pop the old relay out and the new one in.
If the signal lights work when the wheel is tilted then the connector on the back of the multifunction (signal, wiper etc) switch may be partially unplugged. If you remove the steering column covers you'll be able to see it quite easily. You don't have to remove the steering wheel.
