Do you have a remote starter? sounds like it would be freaking out. Or the gem module but I don't think it has control of the starter. Maybe a water issue shorting things out.

As said in a previous post, the only thing that might do that is an aftermarket alarm with a remote start feature. Does your truck have an aftermarket system ??? The OEM factory alarm system either opens up the starter circuit so you cannot crank it, or it disables fuel delivery. You also might want to pull the panel under the steering column, and then pull the CJB (Central Junction Box) (Fuse Box) cover and look for water intrusion. Come to think about it, both the horn and starter relays are in there--That could be your problem. Earlier SD 250 & 350 models developed windshield water leaks, and the water usually found its way into the CJB.
If you are looking for manuals, the original Ford ones are the best, and as previously posted, they are sold by Helm. However you can save a lot of $$$ looking for them on Ebay. There is a seller named lorieandjeff (all 1 word). Do a seller search on Ebay for them and then when you are at their store sight, click on Ford Factory Manuals. They always have a load of then up for auction and they usually go for a fraction of what they are new. Thats where I get all of my factory manuals from. I would post their store address, but I tried it in another post and it does not work.

99f350sd & Rongold, thanks alot for the info your both right, water water everywhere. I had a windshield replaced and it leaked, stopped buy the dealership talked to a mechanic. He said my gem mod is located in the back of the fuse box, if I can't dry it out with a hair drier the part cost is about $225 and he would have to program it. I'm new to this site and am greatly impressed by the people thanks again. Art
