That is usually an indication of a vacuum problem...No vacuum!
Look for a hose off or hissing noise behind glove box or under hood near vacuum tank.

the newer heater systems are designed to go into deforst when they loose vac. listen and check for a leak, broken hose maybe even a mice chewing into a hose. good luck i'm sure you will hear it leaking
