just recently my 96 psd hasnt been starting, it would crank extremly slow, so first i checked out the batteries, one was 100% good the other was 95%, so i proceeded to the starter, i checked out in great condition, cranking on it drained the batteries so i hooked up a charger, went back outside tried starting it, starter motor cranked like it was super charged, but it didnt wanna start"the engine" so that leaves me to suspect somethings wrong with the glowplug system. the glowplugs are about a month old, the relay about six months, its a tempermental truck it does this 2 out of 5 times, i know the cps can give you the wierdest problems so i checked it out, all electrical connections are tight. its strange it started tuesday not pluged at 2 below but not today at 18 above pluged. any suggestions would be greatly apreciated.
When cranking and not starting does the tach register RPM? If not I would suspect a failed cam position sensor.
To check on the glow plugs can you plug in the engine heater for a couple hours then try again? If you do that and it starts then I would go through the glow plug system.
I had a problem with mine - it seemed to crank fine but was not quite fast enough. Sounded great but the starter itself was at fault. I replaced it and has been fine for a couple years since. This does not seem to be your problem from the description but just something else to consider.
Check #22 fuse under the hood, it is for the fuel heater and ECM. If it is blown there is a plug on the side of the fuel filter housing that you can disconnect to keep a shorted fuel heater ( common problem ) from blowing the fuse again and replace the #22 fuse and it may take care of it.
Can you post information about your truck? Year, configuration, miles, modifications and such? It may help us to get you the information you need.
My last glow plug relay would work one out of five times, then as it got worse it failed more often. It was 4 weeks old. Replaced it and all is fine again. Like you, I was starting to wonder about other things but found that it was the same old problem.
yeah did that last week i cleaned the starters, battery,and solenoid conections. took of the cps had a friend at international check it cause its only 2 months old, i even checked out the diode rythem it was good the that was the first time the glowplug relay i guess didnt work, but it still doesnt explain the slow started

do you have a multimeter to measure the current and voltage going to the gp's when there cycling?? check to see consistancy of amprage going there and voltage, could be a cell dying in a battery thats only doing it intermittenly??? does it smoke when your tring to start it?? have you checked the hpop res level before you start it? im pulling it out of everywhere.....
it does smoke alot, but that i presumed was from the chip and it being below freezing out side, smoke does clear after the engines warmed, and what is the hpop?

Well, with the smoke which clears after warming up that indicates glow plugs, as alluded to already.

I just talked to my husband. It was NOT the CPS....it was a glow plug sensor or relay. It was fairly inexpensive, about 45.oo and it is right on the top of the engine, easy to replace. I woudl do that FIRST....we had the EXACT same problems that you are having now, replaced the sensor....and never had a bit of trouble after that.
since its smoking while tring to start tells us its getting fuel. im back to it being a gp system or starter problem.
hpop is the high pressure oil pump that delivers the hp oil to the injectors to operate. its fed by lube pressure resivoir thats what that tank in the front of the motor is, the hpop is in the valley behind that. theres a cap in the top of it that you can pull to check the level. but it seems like its doing what it should. back to electrical
i priced a gpr at my international dealer yesterday for $37.00. you may also wanna check for burnt ends on your glow plug/ injector wiring harness that plug into the vavle covers.
