Wannabe chip and modules to increase hp and tq

Has anyone gotten any of these el cheapo modules and chips and stuff from Ebay that are suppose to increase tq and hp?

They are 10 cent resisters that put your mileage in the dumps and eventually ruin your catalytic converters, and failing emissions.
