Cold climate starting problems

I have a 95, 7.3L PSD. I'm having troubles starting in cold weather. I've replaced the glow plugs this fall. The voltage drops upon turning the ignition.
When it starts, the voltage goes back up. I assume the solenoid is working. Is there a way to check the solenoid to make sure it is working properly? What else could make the cold starts easier? Basically, the truck won't start below 40deg. It has to be plugged in, in order to start. Any help would be greatly appreciated. Thanks.

Check your batteries, 12 volts with everything turned off, truck not running. these are a must. a test light will work fine for this, with the ingition off, check one of the big terminals of the GPR (it looks just like a solinoid for a car starter) you should have power, with a helper, have them turn the ignition on, you should be able to hear the solinoid click, and you should have power on the other terminal, for up to two minutes afterwards, then the computer will shut off teh relay, shutting down your glow plugs. try this, it should be a good indication as to weather you GRP is working.

Just a heads up that my dad’s truck was having cold starting problems and I checked the GPR just like Diesel rod said and all looked good and I also checked all glow plugs and all were good. The next morning he called me again that it wouldn’t start so I checked the GPR again and this time it wasn’t cycling so check it a few times and if possible when it is cold it may make a difference. This was the first time I had seen one fail this way that it was intermittent.

Thanks! I'm going to replace the solenoid tomorrow. Any other suggestions are welcome. Hopefully it's the solenoid!

I would check the glow plugs again just to make sure this can be done very easy with test light.

Hey! I also have a 95' and replaced a failed GPR and 1 failed glow plug. It still had long crank times and drivability issues, so I replaced the mechanical 2 stage fuel pump that sits on the top valley. It now fires up instantly, even in the cold (20 degrees) weather without being plugged in, and runs like a muscle car,at 209k miles.
