I agree on the mequiars product....it works great! You might have to make more than one application to get the yellow film off. Autozone sells the stuff for 99¢ it comes in a small plastic packet.
My 91 ranger had really bad yellow fog on the headlights. Not only did it clean them up, but it actually made the lights brighter at night.
To maintain the cleaner look you should rub 'em out every 6 months or so.
