I can't post any references because I talked to the weighmaster over the phone. I believe the true answer depends on many things and isn't as straight-forward as it seems. It depends on the particular state, whom you contact, how you contact them, boats versus dump trailers full of mulch versus 20' TTs versus a 6 horse trailer. This is part federal DOT, but part state DOT, so there are likely 50+ individual rules. Based on my conversation with the weighmaster, and a literal interpretation of the sign "All vehicles over 5T GVW must stop" (no mention of commercial) I will pull though when towing a loaded trailer becuase I'm over 10K pounds then. I wish I didn't have to. The good news is if I travel through VA, I don't have to stop!
As an ex-trucker I'll add a little to this thread. The DOT doesn't want you in the weigh stations and neither do the truckers. I bet that if you call each state enough times that you will find some bozo that will tell you otherwise.
Personnally, I stay out on the big road and blow by all weigh stations. If they have a problem with that then let them come out there and tell me what it is. They have their attention focused on the commercial class 8 traffic and could care less about a pick-up truck pulling an 18' trailer.
Don't sweat it and have a nice trip.

If you follow the literal interpretation of the sign, all trucks over 6000# would be rolling across the scale in Iowa, but after a perusal of the rules online, private vehicles do not have to, but the signs make no mention of it.
FYI, I just used Virginia as one example. I've travelled up and down the entire east coast and have never stopped at a weight station. My parents to a 34' fifth wheel and have travelled everwhere in the country east of the Rockies and have never stopped or been asked to stop at a weigh station.
I haul alot up and down the east coast and have gone to left coast and back once pulling a 35' trailer with 55' racing shells on it and never stopped once at a weight station. Never had a problem. The one time i stopped in pa (I wanted to see if i could get a weight just so i could know) the weighmaster waved me on. I would say that if you have DOT #'s on your truck you might think about pulling in. Dont hold me to that though.
I pulled a 33' TT from Alabama to Mass last summer and returned and never pulled in once, nor did I see any other RV pull in. Never had a problem about that either way. If it was on width most of the bigger RV's are 102" wide (8.5') and they weight more than 5 or 6000# and are not required to go into the stations. I am with the others blow by them and let them come find you. If they do you will have plenty of support since all RV's will be getting tickets too.
