The only mod you need are the electric fuel pump, a blockoff plate for the mechanical pump hole, hose and line rated for fuel injection pressures, and a fuel pressure regulator. Make sure you get a pump that will work without a return line or be prepared to make a return line to the fuel tank.
No, it probably will not help at all with cold starts. Thats more a function of your choke, so long as theres gas in the float bowls and the rest of the carb is in good shape.
Thanks for posting this question 7677mess, as I'm about to look into an electric fuel pump myself.
In the past, I've always replaced mechanicals with electrics and had great results.
Rusty:
is a "blockoff plate" an off-the-shelf item for a 390 or do I need to construct something ?

My 2 cents. Going electric is a PITA. It can require a lot of expensive parts and work. In most FE engines, I think it's overkill.
If you need a little more flow try an upgrade mechanical pump. It's a drop in replacement in most cases.
If you're building a real FE beast, you'll probably have to go electric. But otherwise, a Mech. pump should keep up.
I spent a small fortune and a lot of time going to electric and all new plumbing. I bet I have $500 in pump, regulator, filter, stainlesss braided hose and AN fittings. Not to mention a lot of time installing all that crap. Oddly enough, I think I still have some sort of fuel starvation issue. But, it only shows at the drag strip. And, I'm running 446 cubes.
