when i press on the brake pedal it goes down about 2 inches, and makes a swwwishh noise. if i am driving down the road and i try to make a emergency stop, the pedal goes down the same 2 inches with a swish noise coming from the brake pedal. the swish stops as soon as the 2 inches is taken up. can never lock up brakes, they have been bled, and new shoes frount and back, truck has been this way since i got it 3 years ago. have run 9 quarts brake fluid trying to bleed with no improvement. could it be the boost on the master cylinder? I do not loose vacum even if left over night.
I have a similar prob right now. Brakes don't engage until a couple of inches of pedal travel. Kind of a mushy pedal, and definitely an odd sound from under the truck when the brakes are held down. The dealer replaced all of the brake lines for me due to them rusting out, now I don't get a good brake pedal feel. Last time this happened the rear abs valve/control was replaced and it seemed to fix the problem. I may end up having to have that done to get back the normal brake pedal feel I had.

You can't lock up the brakes even if you jam it to the floor like a gorilla?
I am guessing you haven't tried that yet. The sound you are hearing sounds to me like a vacuum leak at the booster. As soon as the leak opens up the pedal effort goes way up and you now have manual brakes. Unfortunatly the solution is to replace the vacuum brake booster.
I don't know why, but every ford I've ever owned or worked on has the pedal travel problem. The problem with the travel is caused by the "adjusting star" on the rear brakes (drum brakes only of course). As the shoes wear, they are supose to adjust themselves when brakes are applied while backing up. I have adjusted my rear brakes countles times to give me the pedal I want, after a couple of months the adjuster is closed again. It has happened on all three of my mustangs, my winstar, my wife's 93 f-150, and now my 95 psd. I guess its just a ford thing.
