First number is the width of the tread in millimeters.
Second number is the percentage of the treadwidth - gives sidewall height
Third number is the size of the wheel opening in inches.
So, it's a tire with tread 10.8" wide (275 / 25.4), a sidewall 6.5" tall (10.8 * 0.6) that fits a 17" wheel. Total height is (6.5 x2) + 17 = 30 inches.
Since tire prices vary by geographic location, I recommend you call around to some of your local tire shops and compare prices. Obviously, people here are happy with the Bridgestone Revos. I'm happy with the Toyo Open Country A/Ts on our Expy. BFG makes a great A/T. Maybe one of those fits your budget.
